What YOU will do: The Director of Quality shall be responsible to the Senior Vice President/General Manager for the overall administration of the company's Quality Management System. The Director of Quality shall plan, direct, organize and control the activities of the department to provide effective compliance to the requirements of regulatory authorities, the Company’s customers and internal policies and procedures. The Director of Quality shall provide leadership and oversight of the Quality Control, Non-Destructive Testing, Environmental & Safety and Safety Management System functions of the Company.

- Provide leadership to the Quality Control departmental teams and other functional units for the deployment and maintenance of an effective Quality Management and Safety Management Systems.
- Coordinate with the Federal Aviation Administration's representatives relating to the activities on which the approval of the Administration must be obtained, including changes of Operations Specifications and/or manual changes as they apply.
- Initiates, reviews and coordinates responses to any concerns or letters arising out of the FAA or airworthiness authority inspections to ensure that the repair station remains in compliance with regulatory requirements
- Acts as a liaison with the different regulatory authorities (in coordination with the Manager Quality Assurance, Director, Training, Technical Records and Library, Director, ) with regards to certification, audits, correspondence, meetings and other matters.
- Assure the airworthiness of all customer aircraft undergoing maintenance, preventive maintenance and alteration in accordance with the provisions of the appropriate Federal Aviation Regulations and take responsibility for the effectiveness of the company’s training program.
- Act as the Subject Matter Expert on Federal Aviation Regulations (FAR’s) so that the appropriate regulatory guidance can be provided to the management team
- Initiates, reviews and coordinates STE SAA’s different Airworthiness Agreements and applicable CAMP deviation letters with all the customer programs,
- Maintains the company’s manuals such as the Repair Station Manual, Policy and Procedure Manual, Departmental Work Instruction Manuals, etc. in collaboration with the Manager, Quality Assurance.
- Maintain a current list of contract Maintenance Agencies and ascertain that they are properly equipped and qualified for the work they perform for the company.
- Ensure that the calibration of precision tools is recorded and maintained.
- Provides management reports related to quality activities, measurement and performance.
- Effectively, use quality principles and coordinate with the different departments in the Company to develop and implement programs that will enhance the compliance level and industry’s best practices.
- Use Continuous Improvement methodologies to recommend improvement to company processes to enhance Quality and Safety within the company.
- Provide coaching and training to the Quality department staff on Quality Management and Safety Management problem-solving tools and techniques, and other requirements for the sustenance and measurement of the effectiveness of these systems.
- Lead the development and implementation of a Total Quality Management (TQM) architecture for the business.
- Lead the development and implantation of the Safety Management System (SMS) as required by 14 CFR, part 5.
- Brief executive management on the status of the quality function, cross functional controls, process improvement, risk mitigation action plans, and reporting metrics.
- Working cross functionally to implement processes and controls that meet FAA regulations, and liaison with responsible FAA officials as necessary to determine the effectiveness of leadership staff in the Quality and SMS functions.
- Liaise with corporate staff for the assimilation and refinement of corporate quality initiatives and controls for Quality and Risk Management for effective implementation at the Repair Station.
- Engage the team in all aspects of the business to develop and maintain a Continuous Improvement roadmap that defines areas of opportunity, intended benefits, and prioritization (a fluid roadmap) with supporting metrics that qualitatively track successes, shortcomings, timelines, and recovery plans as needed.
- Engage in Safety Committee meetings through meaningful discussions and information sharing to support effective SMS implementation.
- Continuously support and participate in safety programs and campaigns to promote the Aviation Safety Policy, achieve safety objectives, and meet performance indicators.
- Effectively communicate the Aviation Safety Policy, SMS requirements, risk assessments, and other safety-related information to employees.
- Provide directions to Safety Action Groups (SAGs) to foster continuous improvement of the SMS.
- Identify and request necessary resources to address safety concerns within Company operations.
- Participate in investigations as defined in the Safety Investigation section to determine root causes and implement corrective actions to prevent recurrence
- Carry out other such duties as directed by the Senior Vice President/General Manager.
- The Director of Quality may delegate all duties to any qualified person as necessary. However, such delegation does not relieve the Director of Quality of their overall responsibilities.

Mission Critical Goals – First 6 Months:
- Build relationships with the regulatory authorities, customer representatives and the management team to understand their expectations and provide effective implementation to the QMS and SMS of STE SAA.
- Quickly familiarize with the different operations in the company and how it relates to the QMS and SMS.
- Evaluate the effectiveness of the company’s QMS, identify any gaps and recommend the necessary measures as needed
- Evaluate and build effective teams to handle the duties and responsibilities of the different departments under his/her charge.
- Provide an update to the SVP/GM and VP-Quality within 3 months of hire
JOB SPECIFICATIONS:
- Must possess FAA A&P Certificate at least for the last 5 years.
- Must possess excellent verbal and written communication skills, as well as, interact with all levels of employees; management personnel; and customer representatives.
- Excellent technical writing skills
- Must possess a high degree of confidentiality, the ability to work under pressure, the ability to handle multiple tasks and be a self-starter.
- Must be able to execute quality and safety programs

INTERPERSONAL RELATION: A moderate level of interpersonal skills is required to maintain an effective relationship with co-workers and supervision.
JOB QUALIFICATIONS:
EDUCATION: Degree Holder, or equivalent in training, education and/or experience
EXPERIENCE: At least 5 years in quality management experience, preferably as a QC Manager or Chief Inspector.
At least 5 years of Heavy Maintenance QC inspection experience.
Experience in dealing with the different regulatory authorities and customers.
